Overzicht
Inspecteur Kei Mikhail Ignatov raakt betrokken bij een organisatie genaamd Bifrost met de mogelijkheid zijn vrouw te bevrijden als hij Unit One verraadt. Koichi Azusawa coördineert een aanval op de toren van het Public Safety Bureau met behulp van zijn hacker Obata, sluit het gebouw af en ontvoert inspecteur Arata Shindo. Azusawa eist dat gouverneur Karina Komiya haar functie neerlegt.
